Background:
On January 14, 2025, the Board of County Commissioners directed the County Manager to proceed with negotiations for the purchase of two parcels of land adjacent to Red Bug Lake Park to support park expansion. The subject properties are:
• 3800 Lavender Way, Casselberry, FL 32707 (Parcel ID 23-21-30-300-0070-0000), consisting of approximately 3.90 acres of improved residential property, owned by Richard Lavender and Nancy Duniho, with a negotiated purchase price of Seven Hundred Forty-Nine Thousand Dollars ($749,000.00).
• Vacant land identified as Parcel ID 23-21-30-300-007C-0000, consisting of approximately 3.70 acres, owned by the Richard E. Lavender Revocable Trust and Nancy Duniho, with a negotiated purchase price of Two Hundred Fifty-One Thousand Dollars ($251,000.00).
These strategically located parcels provide a unique opportunity to expand recreational offerings and public access at Red Bug Lake Park.
The County has been in negotiations with the sellers and their broker to finalize the terms of two separate Contracts for Sale and Purchase of Land, one for each parcel. Given the ongoing nature of these negotiations, and in order to facilitate timely execution, staff recommends delegating authority to the County Manager to execute both contracts, subject to final approval by the County Attorney’s Office and County Manager’s Office.
Requested Action:
Staff requests the Board approve and authorize the County Manager to execute two separate Contracts for the Sale and Purchase of Land for the acquisition of:
• 3800 Lavender Way, Casselberry, FL 32707 (Parcel ID 23-21-30-300-0070-0000), for Seven Hundred Forty-Nine Thousand Dollars ($749,000.00).
• Vacant land identified as Parcel ID 23-21-30-300-007C-0000 for Two Hundred Fifty-One Thousand Dollars ($251,000.00).
The execution of these agreements shall be subject to final approval by the County Attorney’s Office and County Manager’s Office and shall be consistent with the County’s standard acquisition procedures.
