Background:

The Florida Department of Children and Families (DCF) issued a Request for a Grant Application for Unified Homelessness under the Emergency Solutions Grant (ESG) funding allocation provided by the U.S. Department of Housing and Urban Development (HUD).  As the designated lead agency, Homeless Services Network (HSN) submitted a collaborative application on behalf of the Central Florida Continuum of Care (CoC FL-507).

HSN has committed to operating and administering Rapid Re-Housing (RRH) project funding in the amount of $125,867.00. As part of the joint funding award through HSN, Seminole County Community Services Department was selected as a funding renewal sub-recipient agency to continue providing Rapid Re-Housing services for homeless families in Seminole County. The budget also includes a cost reimbursement of $27,994.00 to support administrative and case management activities. The remaining balance of $97,873.00 will provide short to medium term rental assistance for homeless families. 

ESG funding will be used to provide housing stability case management services and rental assistance. Housing Stability Case Management Services will include intake, assessment, and housing navigation services for households enrolled in the County’s Rapid Re-Housing Program with HSN.

Staff requests the Board approve and authorize the Chairman to execute the Homeless Services Network and Florida Department of Children and Families Emergency Solutions Grant Agreement in the amount of $125,867.00 for FY 2025-26 to continue serving homeless families in Seminole County.
