Background:
The Seminole County Board of County Commissioner established the Community Health Initiative as a Key Strategic Priority. In partnership with the Central Florida Collaborative (local hospitals, federally qualified health centers, Central Florida county health departments and other involved partners), a Community Health Needs Assessment (CHNA) process was completed in 2022. Eight of the top fifteen needs identified for Seminole County involve mental health or substance use disorder treatment services. In July 2022, a Notice of Funding Availability (NOFA) was publicly released to solicit applications to provide services, in accordance with the American Rescue Plan Act (ARPA), to respond to the pandemic’s negative impact on the behavioral health of the public. Four applicants responded to the NOFA. A team of five inter agency reviewers (SCSO, Central Florida Cares the regional Managing Entity, Resource Management and Community Services) unanimously recommended the Recovery Connections, Inc. collaborative partnership application for funding. On January 10, 2023, Seminole County entered into a contract with Recovery Connections of Central Florida to serve as the lead agency for the provision of substance use disorder and mental health services. To date, Recovery Connections of Central Florida, and their collaborative partners, have collectively provided over 6,000 services to Seminole residents. Services include recovery support services, mediation assisted treatment, transitional housing support, transportation to appointments, employability training, intensive outpatient therapy and inpatient substance use disorder services.
