Background:

This parcel (#2-803) has been identified as being needed for a drainage easement necessary for the Midway Drainage Improvement Project.  The owners (Vernette Cole and Frederick Cole / Tax ID #33-19-31-300-1130-0000) of the property located at 2306 North Beardall Avenue at the southwest corner of Washington Street and North Beardall Avenue, in Sanford, Florida, have agreed to sell and convey this drainage easement to Seminole County for the sum of $24,360.00 inclusive of all fees and costs.

The parent parcel is improved with a single-family residence and ancillary site improvements and consists of 0.70 ± acres of land.  The County’s valuation of this acquisition is $15,700.00; a portion of which includes the cost to cure to make the owner whole.  The County’s incentivized offer amount was $24,360.00, which was accepted by the owner, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #2-803 for a drainage easement necessary for the Midway Drainage Improvement Project (1,527.16 ± SF) between Vernette Cole and Frederick Cole and Seminole County for  $24,360.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
