Background:

The Civil Traffic Hearing Officers’ Program (THO) was established in 1995 by the County to retain the services of qualified and competent hearing officers who would provide services to the Eighteenth Judicial Circuit Traffic Court in Seminole County.  The program was established to better utilize courthouse facilities and to relieve excessive caseloads on the county courts.

Traffic Hearing Officers provide services and serve at the pleasure of the Chief Judge or designee, which is Judge DeKleva, pursuant to Sections 318.30-318.38, Florida Statutes, Article V, Section 2, Florida Constitution, Rules 6.010-6.630, Florida Rules of Traffic Court, and the Eighteenth Judicial Circuit Administrative Orders are subject to the Rules Regulating The Florida Bar and the Florida Code of Judicial Conduct.

There are a total of four (4) Civil Traffic Hearing Officers and this agreement will replace Barry LaBoda with Michael Brown.  Ethan Carlos, Christopher Morrison, and John Pascucci will remain under contract.

The Hearing Officers work in a four (4) week rotation schedule and work two (2) days per month.
