Background:
PS-6144-24/HSM will provide architectural and engineering services for the design of the Rosenwald Community Property located at 1096 Merritt Street, in Altamonte Springs, formerly known as the "Rosenwald School." This is a multi-phase project with individual phases that may include but not limited to a community center with site amenities such as: fishing pier (dock/boardwalk), pavilion(s), entry road modifications, parking modifications, and ancillary buildings for additional County/Community services to support the overall development.
The project was publicly advertised, and the County received seven (7) responses:

• Goodwyn Mills Cawood
• Kimley-Horn and Associates, Inc.
• Ohlson Lavoie Corporation
• Rowe Architects, LLC
The Evaluation Committee, consisting of Chad Wilsky, Director, Nicholas Brow, Project Manager II both from the Fleet and Facilities Department, and Kristian Swenson, Assistant County Manager, evaluated responses and agreed to short-list three (3) firms to interview, giving consideration to qualifications of proposed team, similar project experience, project approach and innovative/cost savings ideas.
The Evaluation Committee recommends that the Board approve the ranking as follows and authorize staff to negotiate rates in accordance with Section 285.055, Florida Statutes, the Consultants Competitive Negotiations Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement.

Authorization for the performance of services by the Consultant under this Master Services Agreement (MSA), shall be in the form of written Work Orders issued and executed by the County, and signed by the Consultant. The work and dollar amount for each Work Order shall be negotiated on an as needed basis and funded within the approved budgeted amounts. This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years with three (3) one-year renewal options.
The attached backup documentation includes Tabulation Sheet, Evaluation Ranking Sheet and Presentation Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSA.
