Background:

CC-4544-22/GCM - Hillview Drive Drainage Improvements provide positive drainage for Hillview Drive by adjusting the vertical profile of the roadway, adding curb and gutter, storm drain inlets and storm sewer pipe, and routing runoff using the proposed improvements to a new pond which will be constructed behind the Pentecostal Church of God at 560 Hillview Drive.

The Notice to Proceed (NTP) for the subject project was issued for commencement of work to begin on March 24, 2023.  On January 8, 2024, the County issued a memo to the Contractor suspending the time on the contract with the last day of work performance having been on August 14, 2023, due to right-of-way issues that impeded the progress of the work. 

During the suspension of contract time, the Contractor’s costs have increased, and the original bid unit prices are no longer applicable.  This Change Order reduces the original pay item quantities to what has already been paid adding new pay items for the remaining quantities at new unit prices.  Through this Change Order the resumption of the contract will add an agreed upon amount of time of two hundred ten (210) calendar days to complete the project in a reasonable timeframe.

The Florida Department of Emergency Management (FDEM) Technical Team approved on January 7, 2026, that this project is still cost-effective and gave the County the go-ahead to restart the project.  Also, during their review, they approved the budget increase, which included the right-of-way acquisition costs to date.  This project was submitted to FEMA for final review and approval.

This is a budgeted project and funds are available in Hillview Dr Sidewalk-Drainage Account # 01785258.560650.00001 ($264,904.52) and HMGP Grant Hillview Dr Account # 02007158.560650.00001 ($794,704.56).

Staff requests that the Board approve Change Order #4 to CC-4544-22/GCM - Hillview Drive Drainage Improvements to Carr & Collier, Inc. of Okahumpka, Fl, in the amount of $1,059,606.08 and add an additional two hundred ten (210) calendar days to the Contract Time and authorize the Purchasing and Contracts Division to execute the Change Order.
