Background:

In September 2019, Purdue Pharma and subsidiaries filed a voluntary petition for relief under Chapter 11 of title 11 of the U.S. Bankruptcy Code and later submitted the 13th Amended Joint Chapter 11 Plan of Reorganization of Purdue Pharma L.P. and Its Affiliated Debtors, dated July 1, 2025, which includes information including the manner in which funds will be allocated to eligible subdivisions. Romano Law Group previously submitted proof of claim on behalf of Seminole County; thus, Seminole County is eligible to vote on approval of the plan.

According to Romano Law Group: ‘The current proposed bankruptcy plan will provide approximately $8 billion over 15 years to resolve opioid-related claims, including $6.5 billion from the Sackler family. The plan has broad support from all 50 states, as it represents a favorable resolution that will maximize the funds available from Purdue and the Sacklers. The Court will hold a hearing to consider approval of the plan in November.’

Community Services concurs with the recommendation from the Romano Law Group to ACCEPT the plan to maximize the funds available to Seminole County and use the funds to expand substance use disorder mitigation services to Seminole County residents. Please note that accepting the plan will release all claims against Purdue, its affiliated companies, and the Sackler family in exchange for receipt of funds allocated to Seminole County.

Requested Action:

Staff requests the Board approve and authorize Romano Law Group to cast a ballot on behalf of Seminole County to ACCEPT the plan outlined in the 13th Amended Joint Chapter 11 Plan of Reorganization of Purdue Pharma L.P. and it’s associated debtors. Due to its size (702 pgs.), said plan is available for viewing in the County Attorney’s Office.
