Background:

The Milton NRCS Lockhart Smith Canal/Cassel Creek Project (CIPs#02607053; 02507058) includes the stabilization of streams and canal banks at Lockhart Smith Canal and Cassel Creek which were significantly impacted by Hurricane Milton. The improvements are intended to restore the canals, prevent further erosion, protect adjacent infrastructure, and improve resilience during future storm events. Work includes reshaping canal banks and bottoms to restore proper drainage and flow, installing erosion protection measures such as riprap, concrete block mats, sheet pile walls, and other stabilization features where needed, and placing turf reinforcement matting and sod for long-term stabilization. Additional work includes improvements to existing drainage infrastructure, temporary water diversion during construction, monitoring of nearby structures, utility coordination, and implementation of erosion and sediment control measures.

The County received a federal grant from the US Department of Agriculture to not exceed $12.4M to cover construction costs at Cassel Creek ($3.0M), Lockhart Smith ($2.6M) and Debris clean up ($6.8M). The debris portion of this project and the Cassel Creek construction are currently funded with this grant with $2.5M available to fund Lockhart Smith Canal construction. The current bid for construction for Lockhart Smith is $2.7M with Prime Construction Group, in addition, another $137K is needed for CEI Services for Cassel Creek and Lockhart Smith Canal.

Public Works is requesting to reallocate 491K in 2001 Infrastructure Sales Tax contingency funds to cover the deficit to fund the construction contract for Lockhart Smith Canal, additional CEI Services and contingency. Contingency funds are currently budgeted at $2.3M. A cost table is attached.
