Background:

On January 14, 2025, the Board of County Commissioners directed the County Manager to proceed with negotiations for the purchase of two parcels of land adjacent to Red Bug Lake Park to support park expansion. On February 25, 2025, the Board of County Commissioners authorized the County Manager to execute contracts for the sale and purchase of land for the acquisition of:

                     3800 Lavender Way, Casselberry, FL 32707 (Parcel ID 23-21-30-300-0070-0000), consisting of approximately 3.90 acres of improved residential property owned by Richard Lavender and Nancy Duniho, with a negotiated purchase price of Seven Hundred Forty-Nine Thousand Dollars ($749,000.00).

                     Vacant land identified as Parcel ID 23-21-30-300-007C-0000, consisting of approximately 3.70 acres, owned by the Richard E. Lavender Revocable Trust and Nancy Duniho, with a negotiated purchase price of Two Hundred Fifty-One Thousand Dollars ($251,000.00).

These strategically located parcels provide a unique opportunity to expand recreational offerings and public access at Red Bug Lake Park.

BAR 25-032 re-allocates funding in Project Business Unit 02504124 in the 2014 Infrastructure Sales Tax Fund for One Million Seventy-Nine Thousand Five Hundred Dollars ($1,079,500.00) for the purchase of the subject properties adjacent to Red Bug Lake Park. This includes estimated closing costs and demolition services to remove trash, debris and existing structures on site after the proposed acquisition. Remediation costs to remove an existing buried home heating fuel tank and other smaller above-ground fuel storage containers have been quoted at $8,624. This amount will be credited to the County by the seller at closing.

Funding for this land acquisition is available due to the completion of the Sanlando Loop Trail and reallocation of the remaining budget. Additionally, the Trail Marking projects for the Cross Seminole Trail, Seminole Wekiva Trail, and Flagler Trail are in progress, and the available budget is expected to be sufficient to complete the original scope of each project.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #25-032 in the BCC Project Fund to transfer $1,079,500 for the purchase of parcels adjacent to Red Bug Lake Park: Tax Parcel ID Numbers 23-21-30-300-0070-0000 and 23-21-30-300-007C-0000, owned by Richard Lavender and Nancy Duniho.
