Background:

Seminole County Code Chapter 235 authorizes the Board of County Commissioners to regulate the collection and disposal of waste in unincorporated areas of Seminole County.  Orlando Waste Paper Company, Inc. has complied with the requirements set forth in the Code and requested a Certificate of Public Convenience and Necessity (COPCN) from the County to provide commercial recyclables collection services in unincorporated areas of the County. This firm currently is requesting a COPCN for October 1, 2023 through September 30, 2024. Additionally, insurance information in compliance with Code Chapter 235 has been provided.

Firms that collect only Construction and Demolition Debris, Special Wastes, or Recyclables are not required to execute a non-exclusive commercial solid waste collection franchise agreement with the County. These firms are required to obtain COPCNs from the County.

Staff Recommendation:

Staff recommends that the Board approve and authorize the Chairman to execute a Certificate of Public Convenience and Necessity for Orlando Waste Paper Company, Inc. effective from October 1, 2023 through September 30, 2024.
