Background:

This parcel (#2-822) has been identified as being needed for a drainage easement necessary for our Midway Drainage Improvement Project.  The owners (Carl Rogers, Jr. and G. Charles Wohlust as Personal Representative of the Estate of Steve Gillison and the Estate of Nathaniel Gillison, Sr. / Tax ID #33-19-31-300-061A-0000) of the property located on the north side of Lincoln Street, approximately 112 feet west of Diesel Lane, in Sanford, Florida, have agreed to sell and convey this drainage easement to Seminole County for the sum of $6,450.00 inclusive of all fees and costs.

The parent property is improved with a single-family residence and consists of 0.16 ± acres of land.  The County’s valuation of this acquisition is $3,500.00; a portion of which includes the cost to cure to make the owner whole.  The County’s incentivized offer amount was $6,450.00, which was accepted by the owner, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #2-822 for a drainage easement necessary for the Midway Drainage Improvement Project (75.43 ± SF) between Carl Rogers, Jr. and G. Charles Wohlust as Personal Representative of the Estate of Steve Gillison and the Estate of Nathaniel Gillison, Sr. and Seminole County for  $6,450.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
