Background:
On May 12, 2020, Ordinance 2020-24 was adopted by the Board revising the Vacation Rental Registry in the Seminole County Land Development Code (LDC). Section 30.6.16.2(e) of the LDC requires annual renewal of vacation rental registrations and provides that all or a portion, as determined by the Seminole County Board of County Commissioners, of the County’s proceeds from vacation rental registration fees may be allocated to an affordable housing trust fund to support attainable housing initiatives.
The short-term vacation rental registration fee was established by resolution and is incorporated into the Seminole County Administrative Code Section 20.10. The third-party vendor contracted by the County to operate the vacation rental registration retains forty-five percent (45%) of the collected rental registration fees. Consistent with Section 30.6.16.2(e), LDC, the Board desires to allocate the balance of the collected rental registration fee, currently fifty-five percent (55%) to the Seminole County General Affordable Housing Trust Fund.
Ordinance 2021-14, adopted March 23, 2021, created the Seminole County General Affordable Housing Trust Fund to support housing production for individuals and families across various income levels. The ordinance enables the Board of County Commissioners to accept private donations, designate revenue sources via resolutions or budget amendments, and oversee fund administration through the Community Services Department.
Together, these ordinances reinforce section 30.6.16.2(e) by directing diverse revenue streams toward attainable housing efforts, fostering long-term financial stability and growth within the community.
