Background:

IFB-605063-25/LTT to provide burial or cremation services for deceased indigent individuals who die in Seminole County, have unknown identity, or whose body is unclaimed. The Seminole County Community Health Division is responsible for administering burial/cremation services for homeless, indigent or unclaimed individuals who die in Seminole County.

This project was publicly advertised, and the County received five (5) submittals in response to the solicitation. The review committee consisted of James Witherspoon, Program Manager I; Kelly Welch, Community Health Division Manager; Rebecca Eiland, Case Manager; and Grace Thompson, Program Coordinator reviewed the submittals. Consideration was given to qualifications and commitment.

The review committee recommends awarding this project to Cynthia Batts and Johnetta Batts, LLC dba Batts Lakeview Funeral Home; Omega Funeral Services, LLC; People's Choice Mortuary and Cremation Service, LLC; Phoenix Cremation Services, LLC; and Unity Memorial Funeral Home East, Inc.

Contractors will rotate on a monthly schedule. Authorization for performance under this agreement will be in the form of written Purchase Orders issued and executed by the County. The agreement will take effect on the date of its execution and remain in effect for the duration of the County's indigent burial and cremation services program. The estimated annual usage of these services is $70,000.00.

The attached Tabulation Sheet, and a Draft Agreement, including the scope of services, have been provided as part of this agenda item.

Staff requests that the Board award IFB-605063-25/LTT Indigent Burial and Cremation Services to Cynthia Batts and Johnetta Batts, LLC dba Batts Lakeview Funeral Home; Omega Funeral Services, LLC; People's Choice Mortuary and Cremation Service, LLC; Phoenix Cremation Services, LLC; and Unity Memorial Funeral Home East, Inc at an estimated annual amount of $70,000.00 and authorize the Purchasing and Contracts Division to execute the agreements.
