Background:
The Big Nova Foundation, a Florida nonprofit organization, desires to fund the construction and donation of a recreational pavilion and related improvements at the Seminole Wekiva Trail Markham Trailhead. The Big Nova Foundation has previously supported community-focused recreation efforts across Seminole, Orange, and Volusia counties, selecting projects that provide meaningful public benefit. While SORBA was instrumental in initiating the inquiry for the pavilion and previously played a key role in assisting with the construction of the pump track at this trailhead, the pavilion project itself is being fully funded by the Big Nova Foundation. SORBA contacted The Big Nova Foundation, who agreed that the pavilion would serve as an important enhancement given the trailhead’s growing use.
Since the trailhead’s establishment in 2001, the Markham Trailhead has evolved into a major activity hub. The paved trail has expanded northward to connect with Lake County, contributing to an average of more than 4,000 monthly visitors. The skills park continues to attract cyclists for training, SORBA group activities, family gatherings, and birthday parties. Despite this high level of use, the only current shelter from sun and inclement weather is the small overhang at the restroom facility. The Big Nova Foundation identified this need and proposed the pavilion to provide a safe, shaded, and functional space for trail users, particularly cyclists seeking refuge during weather events, rest from heat, or a designated gathering area.
County staff and The Big Nova Foundation’s representative met with Florida State Parks on June 4th to review the proposed improvements. State Parks is fully in support of the project and has initiated the process of obtaining written permission from Tallahassee, as required under the existing agreement between the County and the State.
The County desires to accept the donation of the project subject to the terms and conditions set forth in the Donation Agreement, including the County’s review, inspection, and acceptance of the complete improvements.
Requested Action:
Staff requests the Board approve and authorize the Chairman to execute the Donation Agreement for Markham Trailhead Pavilion between Seminole County and Big Nova Foundation.
