Background:
On September 30th, 2014, the County entered into the above-referenced Agreement to allow Orlando City Soccer Club (OCSC) to use the County’s indoor training facilities at Sylvan Lake Park and two (2) fields at Sylvan Lake Park for soccer training. The agreement also highlighted the use of all six (6) fields at Sylvan Lake Park, as well as the nearby eleven (11) privately-owned soccer fields, to assist in hosting soccer events. The activities throughout the term of the Agreement have significantly contributed to the economic vitality of Seminole County’s hospitality industry through professional soccer off-season training camps and youth soccer tournaments in Seminole County.
On August 27, 2024, the Agreement was amended to memorialize OCSC’s acquisition of Orlando Pride, which thereafter assumed OCSC’s rights and obligations under the Agreement.
This Second Amendment is necessary as Seminole County and Orlando Pride wish to extend the terms of the Agreement to enable both parties to continue to enjoy the mutual benefits of the Agreement. The amendment extends the agreement through December 31, 2028, with an opportunity to extend for an additional one (1) year terminating on December 31, 2029.

Staff requests the Board approve and authorize the Chairman to execute the Second Amendment to the Sylvan Lake Sports Center Use and Management Private/Public Partnership Agreement that extends the agreement to December 31, 2028, with an option to extend for one (1) additional year, terminating on December 31, 2029.
