Background:
IFB-604884-24/LAS will provide an experienced, licensed Contractor to perform small facility landscape maintenance at various locations throughout the County. These services include but are not limited to landscape bed maintenance, pruning, weed control, turf maintenance/mowing, application of insecticides, herbicides and pesticides, fertilization, and mulching.
This project was publicly advertised, and the County received four (4) submittals in response to the solicitation. Two (2) submittals were deemed non-responsible on the grounds of insufficient reference checks and determined the inability of the Contractor to safely and professionally conduct government landscape services. One (1) submittal was deemed Non-Responsive and Non-Responsible, on the grounds of an incomplete response and minimum bid requirements not being met. The review committee consisted of Jeromy Mynes, Project Manager II, Bob Miller, Contract Coordinator, William Washington, Contract Coordinator, Douglas Funk, Contract Inspector. Consideration was given to the ability, capacity, and skill of the apparent low bidder to perform the work, and bid price.
The review committee recommends award of this project to the lowest priced, responsive, responsible bidder, Brightview Landscape Services Inc., Sanford, FL.
Authorization for services by the vendor will be in the form of written Purchase Orders issued and executed by the County. This agreement takes effect on the date of execution and will continue for three (3) years. At the sole option of the County the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual usage for these services is $346,000. Funds are available in the account line 043823.530460
