Background:

On August 24th, 2021, Seminole County and the Florida Department of Transportation entered into an Off System Construction and Maintenance Agreement in furtherance of the reconstruction of Interstate 4 from the Orange County Line to one mile north of State Road 434. This project required the FDOT to impact several County roads in order to complete the work - one of which was Dolores Drive, a County road in an unincorporated area of Seminole County adjacent to the City of Altamonte Springs. Dolores Drive is a local, residential street which forms a “U” shape, connecting on both ends to Hattaway Drive. It was FDOT’s original plan to construct a pond in this area, the limits of which would encompass the southern third of neighborhood through which Dolores Drive ran, including the portion of the road itself that ran through this part of the neighborhood. To this end, the FDOT acquired all properties along this section of Dolores Drive as part of the land acquisition phase of the I-4 project. Furthermore, as part of the original interlocal agreement, the state had, in exchange for the County turning over that portion of Dolores Drive, which the project required, agreed to construct a 90-degree turn-around at the point where Dolores Drive now end so as to provide a proper vehicular turn around area for the properties at the dead end. However, after the acquisition, but before construction was completed, design revisions to the project allowed for the removal of this pond from the scope of work and it was never constructed. As such, the FDOT has requested in this amendment to return Dolores Drive back over to Seminole County in its current U-shaped configuration.

Staff requests the Board approve and authorize the Chairman to execute the First Amendment to the Off-System Construction and Maintenance Agreement Between the State of Florida, Department of Transportation and Seminole County (Seminole County Resolution No. 2021-R-128).
