Background:

In accordance with Section 35.152 of the Seminole County Land Development Code (SCLDC), the Applicant is requesting Board approval of the Final Plat for the Encore at Hillview townhome subdivision. The plat contains twenty-eight (28) lots on 3.4 acres. The subject site has a Future Land Use designation of High Density Residential and an R-3A (Multiple Family Dwelling) zoning classification with a minimum lot area of 2,200 square feet. The subject site has a High Density Residential Future Land Use which has a maximum density of twenty (20) dwelling units per net buildable acre; however, the maximum density established by the R-3A zoning district is ten (10) dwelling units per net buildable acre. The project proposes an overall density of ten (10) dwelling units per net buildable acre in compliance with the existing zoning district.

The development is located within the City of Altamonte Springs utility service area and will be required to connect to public utilities for water and sewer. The applicant and City of Altamonte Springs executed a Utility Services and Annexation Agreement to establish utility service required with conditions of annexation at the will of the City.

The development has one (1) access point onto Hillview Dr; the internal road will be privately owned and maintained by the Homeowner’s Association.

The Applicant has provided a performance bond to ensure the completion of the subdivision improvements.

On March 11, 2025, a Rezone from A-1 (Agriculture) to R-3A (Multiple Family Dwelling) for the subject property was approved unanimously by the Board of County Commissioners.

In accordance with Section 35.13 of the SCLDC, on April 2, 2025, the County’s Planning and Zoning Commission reviewed and approved the Preliminary Subdivision Plan for the Encore at Hillview subdivision. The Final Engineering Plans were submitted in accordance with Section 35.44 of the SCLDC and were approved on November 17, 2025.

The plat meets all applicable requirements of Chapter 35 of the SCLDC and Chapter 177, Florida Statutes.

Requested Action:

Staff requests the Board approve the Final Plat for the Encore at Hillview townhome subdivision containing twenty-eight (28) lots, on 3.4 acres zoned R-3A (Multiple Family Dwelling), located on the north side of Hillview Dr, east of SR 434.
