Background:
The FY27 Adopted Budget includes $391K for user licenses for the County’s new Accella permitting, licensing, code enforcement and land management software. The budget for these licenses is managed through the Information Technology Dept and charged back to Countywide funds, based on the number of licenses for each program. The FY27 Budget was approved based upon a consultant’s needs assessment for licenses across multiple departments. Since the original needs assessment, organization changes have occurred resulting in the need for additional licenses. These changes include the consolidation of Code Enforcement under Development Services and the introduction of new workflows requiring external partner agencies to use Accela to conduct plan reviews for planning projects.
The attached BAR will transfer $107,436 from reserves for the addition of 60 licenses.

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #27-002 in various Countywide funds to transfer $107,436 from reserves for additional Accela licenses.
