Background:

The Deleon Street Drainage Improvement Project (CIPs#02307111; 02507071; 02607049) includes construction services to repair erosion that occurred during Hurricane Ian and other rainfall events. This site is located along DeLeon St. from South of Florida Ave for approximately 1,800’ to the north. The work includes wall construction, roadway construction and resurfacing, drainage installation, grading, guardrail, subsoil removal, pavement markings, signing, utility work by AT&T and Duke Transmission, and maintenance of traffic.

Currently there is $4.9M available in the project. The lowest bidder for construction is Southland Construction, and the bid came in at $6,447,778. In addition, funds are needed to cover a 10% contingency, cost to purchase wetland mitigation credits and tree trimming to cover the construction scope. A total of $7,141,459 is needed. It is anticipated that a portion of project costs are eligible for reimbursement by FEMA. The amount to be determined at a later date.

The attached budget amendment will allocate $2.2M to cover this deficit. Available funds are included within the 5 Points Roadway Project (CIP#00265503) and Seminole Wekiva Trail Tunnels Projects (CIP#02007015). The 5 Points Roadway Project is complete and there are available funds that can be reallocated and the Seminole Wekiva Trail Tunnels Project is on hold pending discussions with the Board. A cost table is attached.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing Budget Amendment (BAR) # 26-016 in the 2001 and 2014 Infrastructure Sales Tax Funds to transfer funding in the amount of $2,218,510 of existing budget for the Deleon Street Drainage Improvement Project.
