Background:

These parcels (No. 1-872/902/903) have been identified as being needed for property interests necessary for the Midway Drainage Improvement Project.  The owner (The Seminole County School Board / Tax ID No. 33-19-31-300-1220-0000) of the property located at 2251 Jitway on the east side of Jitway,  approximately 525± feet (0.10 miles) north of State Road 46, in Sanford, Florida, has agreed to sell and convey these property interests to Seminole County for the sum of $301,500.00, inclusive of all fees and costs.

 

The owner has agreed to sell the following property interests to Seminole County:

 

                     Parcel No. 1-872 (fee simple for right-of-way purposes - 4,226± square feet)

                     Parcel No. 1-902 (fee simple - 2.793± acres)

                     Parcel No. 1-903 (drainage easement - 10,579.10± square feet)

 

The parent property is improved with multiple buildings comprising the former Midway Elementary School and ancillary improvements and consists of 9.14± acres of land. The County’s valuation of this acquisition is $301,500.00. The County’s offer amount was $301,500.00, which was accepted by the owner, inclusive of all fees and costs.  The Parcel No. 1-903 acquisition will be for a drainage retention pond. The remainder of the School Board property drains to this area and Seminole County will convey a drainage easement back to the School Board for this continued use.  Additionally, there exists a sewer force main within the Parcel No. 1-903 that serves a lift station on the remainder property located at the northwest corner of this parcel, which will be relocated to the westerly side of this parcel.  Therefore, Seminole County will also convey a utility easement to the School Board for this relocated sewer force main.

 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement, Drainage Easement and Utility Easement related to Project Parcels No. 1-872/902/903 for property interests necessary for the Midway Drainage Improvement Project between the Seminole County School Board and Seminole County for $301,500.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
