Background:

The State of Florida, through the Department of Environmental Protection (FDEP), receives a one-time only funding special supplemental appropriation from the Federal Environmental Protection Agency (EPA) for Hurricane Helene and/or Milton to provide funding to help utilities. This will improve their system resiliency based on disruptions of service from the hurricanes. FDEP will provide funds through the Clean Water State Revolving Fund (CWSRF) through loans that will be 50% principal forgiveness, and the other half will be financed for 20 years at 0% interest.

Seminole County will pursue the CWSRF funding in anticipation of $30 million loan project for the plan, design, and construction improvements to the wastewater collection system and treatment plant for Greenwood Lakes Water Reclamation Facility.  

Requested Action:

Staff requests Board approval to submit grant applications to the Florida Department of Environmental Protection (FDEP) for the Clean Water State Revolving Fund (CWSRF) special funding for Hurricane Helene and Milton and to request up to a $30 million loan for resiliency of the Greenwood Lakes Water Reclamation Facility; and authorize the County Manager or designee to execute all grant documents associated with the grant application.
