Background:

On June 23, 2026, Lifefleet Southeast, Inc. d/b/a American Medical Response, RG Ambulance Service, Inc. d/b/a American Ambulance, and Medfleet L.L.C. d/b/a ATI Ambulance were issued a Certificate of Public Convenience and Necessity (COPCN) to provide Advanced Life Support (ALS) and Basic Life Support (BLS) interfacility transport services within the geographical boundaries of Seminole County, Florida, for the period of July 1, 2026, through June 30, 2029, pursuant to Section 17.4 of the Seminole County Code.

Subsequent to the issuance of the COPCN, the providers submitted an amendment to their application requesting authorization to expand the scope of the existing COPCN to include ALS and BLS transportation services for residents of Seminole County originating from private locations. Approval of the amendment would authorize the providers to perform both interfacility transports and transports originating from private residences and other private locations within Seminole County, subject to the terms and conditions of the COPCN and applicable County regulations.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute Updated Certificates of Public Convenience and Necessity (COPCN’s) for Lifefleet Southeast, Inc. dba American Medical Response, RG Ambulance Service, Inc. dba American Ambulance, and Medfleet L.L.C. dba ATI Ambulance.
