Background:
RFP-604727-24 will provide appraisal services to include but not limited to written real estate appraisal reports and related real estate appraisal services as required to assist the County in determination of full compensation due, including severance damages, if applicable, for the acquisition or partial acquisition of private property for public use, or parcels under the threat of condemnation, and appraisal reports to assist in estimating the fair market value of property proposed for acquisition.
This project was publicly advertised, and the County received eight (8) proposals in response to the solicitation. The Evaluation Committee comprised of Matt Hassan, Deputy Public Works Director, Jean Jreij, Public Works Director/County Engineer, and Neil Newton, Real Estate Management Supervisor, evaluated the proposals. Consideration was given to project understanding, approach, firm/staff qualifications, and fee structure. The Evaluation Committee recommends award of the agreements to all eight (8) responsive, responsible proposals, listed in alphabetical order: American Acquisition, BBG, Inc., Bullard, Hall & Adams, Inc., CBRE, Inc., Edwin R. Barfield, LLC, Pinel & Carpenter, Inc., Property Valuation & Consulting, Inc., and The Appraisal Group of Central Florida.
Firms will be utilized on a rotation basis. Authorization for performance under these agreements will be in the form of written Purchase Orders issued and executed by the County. Each agreement will take effect on the date of execution and continue for a period of three (3) years. At the sole option of the County each agreement may be renewed for two (2) successive periods not to exceed one (1) year each.
