Background:

RFP-604680-23/MHH will deliver dedicated internet access at various speeds, levels of redundancy, and locations. It is the intent of the County to obtain highly reliable, redundant inbound and outbound internet connectivity to provide access to key services at the Public Safety Data Center, 150 Eslinger Way, Sanford, FL 32773 (Location 1) and the County Services Data Center, 1101 East 1st Street, Sanford, FL 32771 (Location 2).

This project was publicly advertised, and the County received three (3) proposals in response to the solicitation. The Evaluation Committee consisting of Reginald Hardee, IT Security and Network Supervisor, Virgil O’Bryan, Technology System Administrator - Information Technology, and John Taylor, Network Architect/System Administrator- Information Technology, evaluated the proposals. Consideration was given to the respondent's ability to fulfill the contract, project completion time, and cost. The Evaluation Committee requests award to the top-ranked firms, Charter Communications Operating, LLC, Maitland, and Cogent Communications of Florida LHC, Inc., Washington, D.C. after reviewing a Best and Final Offer from all three proposers.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued and executed by the County. The agreement will take effect on the date of its execution and remain in effect for a period of three (3) years. At the sole option of the County, the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The total 5-year cost for 2GB service is $146,940 for Location 1 (Charter) and $124,680 for Location 2 (Cogent).

Staff requests the Board award RFP-604680-23/MHH - Internet Services Replacement to Charter Communications Operating, LLC, Maitland, and Cogent Communications of Florida LHC, Inc., Washington, D.C., for the total 5-year cost of 2GB service of $146,940 for Location 1 (Charter) and $124,680 for Location 2 (Cogent) and authorize the Purchasing and Contracts Division to execute the Agreements.
