Background:
At its September 24, 2024 meeting, the Board of County Commissioners directed staff to revise the current Code Enforcement program, including the code enforcement tools available to staff, and adopt the most current edition of the International Property Maintenance Code (IPMC).
The International Code Council (ICC), which provides the model codes for the Florida Building Code and most building construction in the United States, first published the IPMC in 1998.The IPMC establishes minimum standards for the safe, sanitary, and structurally sound maintenance of existing buildings and properties. Updated every three years, the IPMC is a model code that jurisdictions adopt by ordinance.
The purpose of the IPMC is to protect public health, safety, and welfare by addressing common hazards-such as deteriorated structures, unsanitary conditions, inadequate light and ventilation, and unsafe electrical or mechanical systems-before they pose risks to occupants or the surrounding community.
Counties have local discretion to adopt all, part, or none of the IMPC. The IPMC is fully compatible and consistent with the Florida Building Code and other International Codes. The proposed Ordinance includes the following key components:
• Incorporation of Recitals: Findings supporting the need for the Ordinance;
• Title Change for Chapter 95: From Health and Sanitation to Health, Property Maintenance, and Sanitation;
• Adoption of the International Property Maintenance Code: Including local revisions.
The County Manager’s Office, County Attorney’s Office, and Development Services Department recommend the adoption of the IPMC to enhance the County’s ability to enforce applicable codes and ordinances.
A Public Hearing Notification was advertised in the Orlando Sentinel on Saturday, May 3, 2025. This ordinance will take effect upon filing a copy with the Department of State by the Clerk to the Board of County Commissioners.

Staff requests the Board approve the adoption of the Ordinance amending Chapter 95 of the Seminole County Code (Health and Sanitation) to adopt the International Property Maintenance Code with General and Technical Amendments; Providing for Codification in the Seminole County Code; Providing for Severability; And Providing an Effective Date.
