Background:
On March 11, 2021, $1.9 trillion dollars was allocated in relief efforts for the COVID-19 pandemic. Congress allocated $5 billion towards the HOME-American Rescue Plan (HOME-ARP) program to help reduce homelessness and increase housing stability for qualifying populations to be administered by the Department of Housing and Urban Development (HUD). Seminole County received $3,046,438 in HOME-ARP funding.
On March 14, 2023, the Seminole County Board of County Commissioners approved the HOME-ARP Allocation Plan establishing the framework for the use of HOME-ARP funds to address affordable housing as well as individuals at risk of homelessness and domestic violence for qualifying populations in Seminole County. As part of the implementation of the approved Allocation Plan, Seminole County entered into an agreement on March 25, 2025, with Boys Town Central Florida, Inc. as a subrecipient to provide In-Home Family Services to eligible households and youth. The program was intended to support high-risk teens and families through services designed to address identified needs within the community.
Since the execution of the Agreement, staff have provided Boys Town with multiple notifications, meetings, technical assistance and extra time to correct deficiencies related to participant eligibility, income verification, supporting documentation, and payment requests. Despite these efforts, Boys Town has continued to submit documentation containing significant inconsistencies and deficiencies.
Furthermore, Boys Town has not met the expenditure requirement established under Section 7(d) of the Agreement, which requires the Subrecipient to expend at least 50 percent of the awarded funds by the end of the 24th month of the Agreement. Boys Town was initially awarded $170,000 and, to date, has expended approximately $36,000. During the current year, the staff has been unable to approve additional payments requests due to lack of documentation that adequately verify reported expenditures and participant eligibility.
Based on the Subrecipient’s inability to adequately satisfy the documentation and compliance requirements and meet the required expenditure threshold despite repeated technical assistance and opportunities for corrective action staff recommend termination of the Agreement. Pursuant to the Agreement, staff will recapture and reallocate the remaining unexpended HOME-ARP funds in accordance with the Agreement.
Requested Action:
Staff requests the Board approve and authorize staff to terminate the Non-Profit Capacity Building/Operating Cost and Supportive Services Agreement in the amount of $170,000 between Seminole County and Boys Town Central Florida, Inc.
