Background:

This Federally Funded Subaward and Grant Agreement (Agreement Number R1087) is between Seminole County and the Florida Division of Emergency Management (FDEM). FDEM serves as the pass-through entity for the Department of Homeland Security, which is the federal awarding agency.

The State Homeland Security Grant Program (SHSGP) supports the sustainment of the Fire Department’s Hazardous Materials Response Team.

This grant will fund the purchase of equipment to cover upgrades and replacements for sustainment to current equipment fielded by the SCFD Hazardous Materials Response Team. This grant will fund specific items such as Raid 8 Biological WMD detection kits, Trace X explosive detection kits, and Biocheck 20/20 biological detection kits.

The term of this Agreement will expire on 8/31/2026.  BAR 25-013 will appropriate grant revenue in the amount of $22,380.00. There is no match requirement for this grant agreement.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Federally Funded Subaward and Grant Agreement with the State of Florida Division of Emergency Management in acceptance of $22,380.00 for the purchase of equipment used by the SCFD Hazardous Materials Response Team; and to execute a Resolution implementing Budget Amendment Request (BAR) 25-013 through the Fire Grants (Federal) Grant Fund in the amount of $22,380.00; and authorize the County Manager or designee to execute all documents associated with the grant.
