Motion/Recommendation:
1. Adopt the proposed Ordinance enacting a Small Scale Future Land Use Map Amendment from Commercial to Industrial for approximately 0.62 acres, on the west side of S Ronald Reagan Boulevard, approximately 1/2 mile south of North Street; or
2. Deny adoption of the proposed Ordinance enacting a Small Scale Future Land Use Map Amendment from Commercial to Industrial for approximately 0.62 acres, on the west side of S Ronald Reagan Boulevard, approximately 1/2 mile south of North Street; or
3. Continue the request to a time and date certain.
Background:
The Applicant is requesting a Small Scale Future Land Use Map Amendment from Commercial to Industrial to correct the inconsistency between the Commercial Future Land Use and M-1 (Industrial) Zoning district.
The site is currently developed under the M-1(Industrial) zoning classification as an autobody shop. Upon preliminary review of a proposed site plan application for an additional covered structure, staff determined that the existing Commercial Future Land Use is inconsistent with the existing M-1 (Industrial) zoning classification. Prior to approval of additional development, the Future Land Use must be brought into compliance.
The Future Land Use and Zoning designations of the surrounding area are as follows:
East: S Ronald Reagan Boulevard
West: Future Land Use: Industrial
Zoning: M-1 (Industrial)
North: Future Land Use: Industrial
Zoning: M-1 (Industrial)
South: Future Land Use: Industrial
Zoning: M-1 (Industrial)
Site Analysis
Floodplain Impacts:
Based on FIRM map 12117C0165F, with an effective date of 9/28/2007, there appears to be no floodplains on the subject property.
Wetland Impacts:
Based on preliminary aerial photo and County wetland map analysis, there appears to be approximately 2.79 acres of wetlands on the subject property. A topographic survey showing wetland and floodplain delineations will be required at the time of Site Plan review.
Utilities:
The site is currently on a private well for potable water and a septic system.
Transportation/Traffic:
The property has access onto S Ronald Reagan Boulevard, which is classified as an urban minor arterial road and does not have improvements programmed in the County five (5) year Capital Improvement Program.
Sidewalks:
There is an existing five (5) foot wide sidewalk along S Ronald Reagan Boulevard.
Drainage:
The proposed project is located within the Little Wekiva Drainage Basin and has limited downstream capacity; therefore, the site will have to be designed to hold the 100-year, twenty-four (24) hour total retention. Currently, the site does not have a stormwater retention area, which will need to be addressed with any future changes to the site.
Buffers:
Buffer requirements will be determined at the time of Site Plan review.
Open Space:
Future development of the site will require a minimum of twenty-five (25) percent of common usable open space to be provided.
Consistency with the Comprehensive Plan
The purpose and intent of the Industrial Future Land Use designation is to identify locations for a variety of heavy commercial and industrial land uses oriented toward wholesale distribution, storage, manufacturing, and other industrial uses. This land use should be located with direct access to rail systems, collector and arterial roadways, and as infill development where the use is established.
The requested Industrial Future Land Use is compatible with the Seminole County Comprehensive Plan seeing that the site accesses onto an urban arterial road and is surrounded by Industrial Future Land Use.
The M-1(Industrial) zoning is compatible with the surrounding development in the area, seeing that the site is surrounded by existing Industrial zoning.
Consistency with the Land Development Code
The existing M-1(Industrial) zoning designation has been evaluated for compatibility with the Land Development Code of Seminole County in accordance with Chapter 30, Part 47.
Staff finds the existing development of an autobody shop to be consistent with the M-1(Industrial) zoning designation objectives in that it provides the required minimum of twenty-five (25) percent open space and is limited to an F.A.R. (Floor Area Ratio) of 0.65 with a maximum building height of thirty-five (35) feet.
In compliance with Seminole County Land Development Code Sec. 30.49 - Community Meeting Procedure, the Applicant conducted a community meeting on October 23, 2023; details of the community meeting have been provided in the agenda package.
The Planning and Zoning Commission met on December 6, 2023, and voted unanimously to adopt the request enacting a Small Scale Future Land Use Map Amendment from Commercial to Industrial for approximately 0.62 acres, located on the west side of S Ronald Reagan Boulevard, approximately 1/2 mile south of North Street.

Staff Recommendation:
Staff requests the Board of County Commissioners adopt the proposed Ordinance enacting a Small Scale Future Land Use Map Amendment from Commercial to Industrial on approximately 0.62 acres, located on the west side of S Ronald Reagan Boulevard, approximately 1/2 mile south of North Street.
