Background:

IFB-604819-24/LNF will provide all labor, materials, equipment, and tools  necessary for video inspection utilizing Pipeline Assessment Certification Ratings. Work shall also include traffic control, cleaning, removal and disposal of debris in lines prior to inspection to provide unobstructed access for the television camera video of storm water lines (all pipe sizes included) managed by Seminole County as directed.

This project was publicly advertised, and the County received eleven (11) responsive, responsible bids. The review committee comprised Michael Garcia, Program Manager II, and Edward Holmes, Chief Construction Engineer, who reviewed the submittals. Consideration was given to past performance, qualifications, and proposed price schedule. The review committee recommends award of the project to the lowest priced, responsible, responsive bidders, Atlantic Pipes Services, LLC, Sanford, Carlson Environmental Consultants, PC, Monroe, NC and Clearwater Solutions, LLC, Auburn, AL. The cost comparison was completed by applying the bid prices to existing work scenarios. Root-cutting services will be quoted as needed and were not a consideration in determining the lowest priced, responsive, responsible bidder(s) for the award of this solicitation.

Firms will be utilized on a rotation basis. Authorization for performance under these agreements shall be in the form of Purchase Orders issued and executed by the County. These agreements take effect on the date of execution and shall run for a period of three (3) years, and at the sole option of the County, each agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount of these services is $1,500,000.00. Funds are budgeted in Sales Tax Fund: 01785240.560650.00001.
