Background:
Seminole County is planning to widen (2-lanes to 4-lanes) County Road 419 from Adeline B Tinsley Way to approximately 0.3 miles west of Lockwood Boulevard, for an overall length of 1.2 miles. Phase II of the project, from Pine Avenue (near Oviedo High School) to Adeline B Tinsley Way, was completed earlier this year.
The project is explicitly identified as a joint project in Exhibit B of the Interlocal Agreement between Seminole County, the School Board of Seminole County, and the Municipalities of Seminole County relating to the Fourth Generation Shared Distribution and Use of the One-Cent Local Government Infrastructure Surtax. This was approved in a referendum held during the General Election on November 5, 2024 (2024 Surtax ILA). The County intends to initiate design services for the project through a consultant design contract with a negotiated cost of $1,804,741.24.
On September 15, 2025, Resolution No. 4652-25: An Interlocal Agreement between Seminole County and the City of Oviedo for Joint Funding of Design Services for County Road 419 Phase III Widening was approved by the city council. With the execution of this ILA by the Board, the Design Phase will be able to commence soon in early November. After needed Right-of-Way Acquisition, Utility Coordination, and Permitting, another ILA with the city will provide the Joint Funding (33%) for the Construction/CEI Phase.
