Background:

The United States Highway 17-92 Corridor Community Redevelopment Agency (CRA) was established by the Seminole County Board of County Commissioners pursuant to Part III, Chapter 163, Florida Statutes. Resolution No. 97-R-120 (May 27, 1997) made a finding of necessity for community redevelopment within the U.S. Highway 17-92 Corridor Redevelopment Area, and Resolution No. 97-R-130 (June 24, 1997) created the CRA. Resolution No. 98-R-180 (August 25, 1998) subsequently modified the redevelopment area boundaries. These resolutions collectively established the CRA as a dependent special district with the Board of County Commissioners serving as its governing body.

The redevelopment plan for the CRA included a sunset date of December 31, 2017. Following that date, the CRA ceased operations and no additional tax increment revenues were collected. According to the Seminole County Annual Comprehensive Financial Report (ACFR), the CRA expired on December 31, 2017 and was fully closed out as of September 30, 2023.

Recently, the State of Florida Department of Commerce (Florida Commerce), through the Special District Accountability Program, advised that formal governing body action is required to update the Official List of Special Districts and change the status of the CRA from active to dissolved pursuant to Section 189.016(2), Florida Statutes.

The proposed resolution formally terminates and dissolves the U.S. Highway 17-92 Corridor CRA and repeals the original creation resolutions.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution terminating and dissolving the U.S. Highway 17-92 Corridor Community Redevelopment Agency and repealing Resolution Nos. 97-R-130, 98-R-180, and 97-R-120.
