Background:

On May 12, 2026 the Seminole County BCC ratified a grant submission to the Substance Abuse and Mental Health Services Administration (SAMHSA) within the U.S. Department of Health and Human Services to deploy Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances in Seminole County. On July 31, 2026 Seminole County was awarded the grant for the period of 9/30/2026 - 9/29/2030. The total grant award is approximately $1,000,000 annually. Seminole County intends to contract with Community Based Care of Brevard, Inc. d/b/a Family Partnerships of Central Florida (FPCF). FPCF is a private, non-profit child welfare lead agency contracted by the Florida Department of Children and Families (DCF) to manage foster care, adoption, and family support services. As the sole DCF contract lead agency child welfare provider for Seminole County, FPCF is uniquely qualified to engage and provide services for high risk and high need children and families in Seminole County

Requested Action:

Staff request the Board approve and authorize the Chairman to execute the FY26-27 Agreement between Seminole County and Community Based Care of Brevard, Inc. d/b/a Family Partnerships of Central Florida in the amount not to exceed $925,741 to deploy Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances in accordance with the SAMHSA grant.
