Background:
RFP-5021-25 will provide a comprehensive utility operations platform that modernizes service delivery, automates manual workflows, and integrates field operations. The platform will provide a customer self-service portal for processing service requests and payment extensions, while automating back-office processes for move-in/move-out tracking, collections, payment reconciliation, and master billing consolidation. Additionally, the system delivers real-time mobile field data synchronization, automated service order routing, and a comprehensive meter asset management solution. Implementation eliminates manual data extraction through built-in, flexible reporting mechanisms that support accurate, data-driven regulatory and business decisions.
The project was publicly advertised, and the County received fifteen (15) responses listed alphabetically below. Eight (8) of which were determined to be non-responsive.

The Evaluation Committee consisting of Carrie Grein, Sr Financial Division Manager; Kellie Rupert, Customer Service & Billing Manager; and Carmen Flower, Senior Programmer evaluated the responses considering product demonstration, implementation, project assurance and resources, technical requirements and integration approach.
The Evaluation Committee recommends award for this project to SpryPoint Services Inc., the top-ranked firm.
Authorization for performance under this Agreement will be in the form of written Purchase Orders issued by the County. The Agreement will take effect on the date of its execution and continues until the completion and final acceptance of all implementation services and full payment of all fees, or until terminated. The estimated initial cost for this project is $2,300,000.00, which includes comprehensive implementation services alongside the Year 1 subscription fees. Following the initial term, successive annual renewal and maintenance costs are anticipated to be approximately $350,000.00 per year. The budget for this item is located under account business unit #02608001.

Requested Action:
Staff requests that the Board award RFP-5021-25/LTT Utility Billing Software Replacement to SpryPoint Services Inc. and authorize the Purchasing and Contracts Division to execute the Agreement.
