Background:

In the summer of 2023, the residents at 2950 Waccassa Street and 2980 Waccassa Street met several times with the Public Works Department to report flooding from runoff entering their properties from Osceola Boulevard. Instead of flowing towards Lake Harney, this runoff appears to be getting stuck on the 2950 and 2980 Waccassa Street properties.

In 2007/2008, the Recreation and Leisure Department partially removed an existing berm that ran north and south in Parcel 06-20-33-300-0010-0000 (the County’s Lake Harney Wilderness Area). The Lake Harney Wilderness Area is east of the berm and 2950 / 2980 Waccassa Street is west of the berm. The existing berm was approximately seven (7) feet above the existing grade. The 2007/2008 project reduced the height of the berm by spreading the soil of the berm out, but the soil was not removed from the site. As a result, the “remnants” of the existing berm are still approximately two (2) to four (4) feet above the existing grade.

The residents at 2950 and 2980 Waccassa Street are requesting that the remnants of the berm be removed from the Lake Harney Wilderness Area and the area be brought down to the existing grade. Removing the remnants of the berm will allow runoff to better flow to Lake Harney when the lake’s levels are low, instead of the runoff from Osceola Road getting trapped on their properties. The project was presented to senior staff for design approval in March of 2024.

The project has been designed and permitted. The plans were produced internally by County staff. The project is in the ‘Design Complete’ stage and is ready to be advertised and handed off to the construction team. The Construction is estimated based on contract CC-3563-21 Amendment 1. Bids are not available at this time.

Project Design Timeline:

                     Design Notice to Proceed (NTP) - March 2024

                     60% (Phase II) Plans completed - August 2024

                     SJRWMD and USACE permits received - June 2025

                     Project completed - June 2025

BAR#25-051 is attached to this agenda which will allocate $558,429 from 2014 Infrastructure Sales Tax Fund reserves. Current reserves are budgeted at $6.5M.

Requested Action:

Staff requests the Board approve the Waccassa Berm Removal project to proceed into construction in accordance with County Manager Policy #82 - Non-Board Approved Projects; and approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #25-051 in the 2014 Infrastructure Sales Tax Fund to appropriate funding in the amount of $558,429.
