Background:

The Public Transit Service Development Program was established by the Florida Legislature to provide initial funding for special transit projects. The program is authorized under Chapter 341, Florida Statutes, with specific guidelines outlined in the Florida Department of Transportation (FDOT) State Management Plan. This discretionary grant program is designed to evaluate whether new or innovative approaches can improve or expand public transit services.

Seminole County’s “SCOUT” Micro Transit program intends to apply under the category of Improvement to/Expansion of Existing Service. The proposed project includes a major software enhancement to improve real-time scheduling and synchronization with SunRail, reducing passenger wait times. In addition, the grant will support expansion of service to students in the new UCF service area and increase the number of ADA-accessible vehicles to enhance mobility options for seniors and individuals with disabilities.

The grant requires a 50% County match.

Requested Action:

Staff requests Board approval to submit a grant application to State of Florida Department of Transportation District Five for the SFY 2028 Public Transit Service Development Program requesting up to $1,500,000 for enhancements of Seminole County “SCOUT” micro-transit program; and approve and authorize the Chairman to execute a Resolution authorizing the County Manager, or designee, to execute all documents associated with the grant application.
