Background:
RFP-5139-25/LTT will establish a Leased Books Program that ensures timely access to newly published, high-quality library materials. Under this Program, we will receive the full provision, processing, and quality assurance of all leased materials. This includes managed inventory, guaranteed service levels, and regular reporting. We will receive a full guarantee for all leased books against any defects in materials or workmanship. Furthermore, offering the community reduced wait times, efficient use of public funds and better use of physical space.
The project was publicly advertised, and the County received one (1) response listed below.

The Evaluation Committee consisting of Christine Patten, Library Services Division Manager; Kathi Efland, Library Public Services Manager; and Guy Colvin, SR Librarian Tech Services evaluated the response considering high demand releases, price, annual retention, permanent collection, service, and logistics.
The Evaluation Committee recommends award for this project to Brodart Co.
Authorization for performance under this Agreement will be in the form of written Purchase Orders issued by the County. The Agreement will take effect on the date of its execution and remain in effect for three (3) years. At the sole option of the County, the Agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount for this project is $250,000.00 and the budget for this item is located under account business unit 044204.
The attached documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring Summary, and the Award Agreement, including the scope of services, which has been provided as part of this agenda item.

Staff requests that the Board award RFP-5139-25/LTT Leased Books Program to Nubro, Inc. dba Brodart Co. at an estimated annual amount of $250,000.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
