Background:

The Florida Division of Emergency Management each year distributes grant funding from the Emergency Management Preparedness and Assistance (EMPA) Trust Fund to enhance local governments’ emergency management capabilities.  The FY 2024/2025 allocation to Seminole County is $105,806 for the period of July 1, 2024 to June 30, 2025.  The funds will be utilized to assist the Emergency Operation Center to enhance and sustain the County’s emergency management operations, training, and equipment related to emergency prevention, protection, response, recovery, and mitigation efforts. 

EMPA grant is an annual cost reimbursement grant that requires a match from the current county Emergency Management budget to be either equal to the average of the previous three years level of county general revenue funding or last year’s funding level, whichever is lower.  The County Emergency Management budget fulfills the grant match requirement.  Grant funding appropriation is included in the FY24 Adopted budget in anticipation of the grant allocation effective 7/1/2024.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a grant agreement from the State of Florida, Division of Emergency Management in acceptance of $105,806 for the Emergency Management Preparedness and Assistance (EMPA) grant award.
