Background:
CC-7099-26/HSM Seminole County to secure qualified vendor(s) for the purpose of awarding various maintenance, repair, refurbishment, and equipment renewal projects associated with utility facilities and pipelines. The successful bidders shall furnish all parts, materials, equipment, labor and supervision as necessary to complete the assigned repair, refurbishment and equipment replacement project(s). The successful bidders shall supply construction services for the purpose of maintaining and rehabilitating Seminole County Utility Department’s (SCUD) Small Utilities, Pipelines, and associated facilities.
The project was publicly advertised, and the County received twelve (12) responses. The Review Committee consisting of William Bill White, Utilities Chief Engineer, William Johnny Edwards, Utilities Director and David Ornberg, Utilities Engineering and Construction Division Manager reviewed the responses.
Consideration was given to bid price, qualifications, and experience. The Review Committee recommends award Master Services Agreement
(MSA’s) to six (6) contractors determined to be responsive and responsible bidders, All State Civil Construction, Daytona Beach, FL, All Terrain Tractor, Sanford, FL, American Persian Engineering Construction (APEC), LLC Orlando, FL, Carr & Collier, Leesburg, FL, Development of Central FL, Inc, St. Cloud FL and Sawcross, Inc., Jacksonville, FL.
The term of the Agreement will be for a period of three (3) years, with two renewal periods not to exceed one year each. Based on the Utilities Master Plan approved by the Board of County Commissioners (Board) in April 2026 the Estimated Annual Usage of the MSA’s is up to 10 Million, however the actual amounts may vary within annual budget approved by the board. The backup documentation includes the Tabulation Sheet and recommendation to Award. Authorization for the performance of services by the Contractors under these MSAs will be in the form of written Work Orders executed by the County and signed by the Contractors. Work Orders will be competed among the Contractors, and they may bid unit prices below their MSA unit price but may not bid higher. Each Work Order will be awarded to the Contractor offering the lowest price that meets the County’s schedule.
The budget for this item is located under several projects within the water and sewer Capital Improvement Projects Fund (40108) and operating account business units 087806,087809 and 087810 starting in FY27.
Requested Action:
Staff recommends that the Board Award CC-7099-26/HSM to All State Civil Construction, Daytona Beach, FL, All Terrain Tractor, Sanford, FL, American Persian Engineering Construction (APEC), LLC Orlando, FL, Carr & Collier, Inc., Leesburg, FL, Development of Central FL, Inc, St. Cloud FL and Sawcross, Inc., Jacksonville, FL and authorize the Purchasing and Contracts Division to execute six (6) Master Services Agreements
