Background:

RFP-604985-25/LTT will provide legal services for workers’ compensation claims, firefighter cancer diagnosis claims, and related litigation. Attorneys will analyze and litigate claims asserting compensability under Florida Statutes. 

The project was publicly advertised, and the County received three (3) responses listed alphabetically below:

                     Broussard Cullen & Eldridge, P.A.

                     Dean, Ringers, Morgan & Lawton, PA

                     HR Law, P.A.

The Evaluation Committee, consisting of Ralph Caravello, Risk Management Division Manager; Alicia Castillo, Risk Management Claims Manager; and Cassidy Perdue, Assistant County Attorney, evaluated the proposals. Consideration was given to the respondent’s staff experience, Firm experience, and government and presumptive heart claim experience.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued and executed by the County. The agreement will take effect on the date of its execution and remain in effect for three (3) years. At the sole option of the County, the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The total five-year cost is $500,000.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking, and Scoring Summary Sheets. A Draft Agreement, including the scope of services, has been provided as part of this agenda item. The estimated annual cost is $100,000.

Requested Action:

Staff requests the Board award RFP-604985-25/LTT Worker's Compensation Claims & Litigation to Broussard, Cullen, & Eldridge, P.A., Orlando, FL, and authorize the Purchasing and Contracts Division to execute the Agreement.
