Background:

Seminole County first entered into an Agreement with Bike/Walk Central Florida in January 2021.  We have amended it four (4) times, and this will be the fifth (5) amendment to extend the contract until September 2026. 

This Agreement provides funding to Bike/Walk Central Florida for activities, programs, and services to promote pedestrian and bicycle safety throughout Seminole County.  The program has been highly successful in advancing the goals of pedestrian and bicycle safety with measurable positive outcomes.  These advancements in safety are very timely given the County’s recent efforts towards Vision Zero and the adoption of the County’s Vision Zero Action Plan. 

The primary use of Bike/Walk Central Florida’s services are the monitoring of numerous crosswalks across the County, including data collection on driver yield rates, independent evaluation of various County safety treatments and recommendations for potential safety projects.  Bike/Walk Central Florida acts as an extension of our staff to proactively monitor pedestrian and bicycle interactions with vehicles on our county roadway network. 

As a not-for-profit corporation, Bike/Walk Central Florida can perform the described services at one-third the cost of a typical safety engineering consultant.  We envision this as the last amendment to the current Agreement with a new Agreement being executed in the Fall of 2026 for continued annual services.       

Requested Action:

Staff requests that the Board approve and authorize the Chairman to execute the 5th Amendment to the Bike/Walk Central Florida Agreement.
