Background:

The Risk Management Division is responsible for administering the County’s self-insurance programs for property, general liability, and workers’ compensation and for excess insurance above our self-insured retentions.

RFP-604828-24/MHH will provide the County a system to track claim costs, deadlines, documents, dispositions, and more and interface with our Third-Party Administrator (TPA) information system. The goal is a more efficient, electronic, and automated system to improve the accuracy, speed, and effectiveness of incident reporting and risk management processes as well as maintaining status of all cases managed by the Risk Management team.

This project was publicly advertised and the County received five (5) proposals in response to the solicitation, one (1) of which was found non-responsive. The evaluation committee for Phase 1 and Phase 2 consisted of Alicia Castillo, Risk Management Claims Manager; Amy Jinright, Assistant Fire Chief; Makwinder Kaur-McNeil, Project Manager II; Raymond Kelly, Program Manager II; David Stough, Senior Team Leader; and William Telkamp, Risk Manager evaluated the proposals. Phase1 evaluations considered qualifications and experience, functionality, technical requirements, project approach, and cost.

Phase 2 evaluations considered organization, incident, claims and litigation, automation and workflow management, safety, reporting, system usability, implementation, training and support.

The Evaluation Committee recommends the award of the agreement to the top ranked firm, Origami Risk, LLC, Chicago, IL.

Authorization for services by the Consultant under this agreement shall be in the form of written Purchase Orders issued and executed by the County. This agreement shall take effect the date of the execution and shall run for a period of three (3) years. At the sole option of the County, the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount for this agreement is $125,000.00 for the first year. After year one, there will be a one-time annual increase of $35,000.00. Years two and three of this agreement will have an estimated annual usage of $160,000.00.

Funds are available in accounts 010504 and 010506 (530466 Software Subscriptions 02018001/02018002)

Staff requests that the Board award RFP-604828-24/MHH - Term Contract for Risk Management Information System to Origami Risk, LLC; Chicago, IL. and authorize the Purchasing and Contracts Division to execute the Agreement.
