Background:
In response to a citizen's request, a comprehensive evaluation of the prevailing conditions at this site was conducted. In accordance with section 1006.23, Florida Statutes it was determined that the existing conditions present hazardous walking condition. Students who commute to and from Pinecrest Elementary School are compelled to cross the road surface in this area, where the traffic volume surpasses 180 vehicles per hour (as per the 2018 Average Daily Traffic, which recorded 4,302 vehicles per hour), and the posted speed limit is 35 MPH.

The proposed project aims to address these safety concerns by constructing a continuous five-foot (5') sidewalk within the CSXT right-of-way. This will be achieved through the realignment of the existing five-foot (5') concrete sidewalk in both the northeast and southeast quadrants, along with the installation of a five-foot (5') wide asphalt sidewalk extension across the crossing. Additionally, the project will encompass signal modifications, the installation of a new pedestrian gate featuring flashers on both the mast and tip of the gate arms, the relocation of existing flashing lights, and the replacement of the gate arm in the southeast quadrant.
