Background:

At its September 23, 2025, meeting, the Board of County Commissioners (BCC) provided feedback regarding Code Enforcement program updates and related code changes, including amendments to Section 20.10 of the Seminole County Administrative Code.

Based on this feedback, County staff recommends, and the Board finds it appropriate, to reduce the Code Enforcement fee associated with applications for forgiveness or reduction of code enforcement liens.

Specifically, staff recommend reducing the application fee for a lien reduction request from $500 to $100 for homesteaded properties and $250 for non-homesteaded properties. In addition, the Special Magistrate may refund the fee in cases of documented financial hardship if the lien amount is reduced.

Elimination of the provision providing for the appeal to the BCC of a denial of a lien reduction request is implemented to conform to procedural changes to the lien reduction application process recently adopted in Ordinance No. 2025-20.

This Resolution shall take effect immediately upon Board approval.
