Background:

Parcel #1-839 has been identified as necessary for a drainage easement for the Midway Drainage Improvement Project.  The owner, G. Charles Wohlust, as Personal Representative of the Estate of Lewis Martin (Tax ID #32-19-31-513-0000-0410) have agreed to sell and convey this drainage easement for $25,000.00, inclusive of all fees and costs. The property is located on the east side of Center Street, approximately 280 feet north of Midway Avenue in Sanford, Florida.

 

The parent property is improved with a single family residence and ancillary site improvements and consists of 0.29 ± acres of land.  The County’s valuation of this acquisition is $7,300.00; a portion of which includes the cost to cure to make the owner whole.  The County’s incentivized offer amount was $12,450.00.  After negotiations with the owner’s attorney, a settlement was reached at $25,000.00, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Parcel #1-839, acquiring a 661.54 ± SF drainage easement necessary for the Midway Drainage Improvement Project. The agreement is between G. Charles Wohlust, as Personal Representative of the Estate of Lewis Martin and Seminole County for $25,000.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
