Background:
On December 22, 2014, Seminole County entered into the Fire and Emergency Medical Services Interlocal Agreement between Seminole County and City of Casselberry (“ILA”), which consolidated fire and emergency medical services for the City of Casselberry with Seminole County. Section 6 of the ILA requires that the parties work jointly to develop the Wilshire Property, owned by the City, into a police station for the City and a fire station for the County. The City has constructed its police station on its portion of the Wilshire Boulevard property. The first amendment to the ILA is dated February 14, 2017, and the second amendment is dated December 10, 2024. The second amendment amended the ILA to specify the responsibilities of the City and County as to the development of the Wilshire Property and construction and operation of Fire Station 25.
The City of Casselberry Police Department is situated on the western parcel (Lot 1), and the Seminole County Fire Department (SCFD) plans to construct a fire station on the eastern parcel (Lot 2). SCFD received site plan approval (SPR 25-01) for the new fire station from the City’s Planning and Zoning Commission (P&Z) on May 14, 2025. On June 23, 2025, the City of Casselberry approved resolution 25-3520 - Casselberry Public Safety Facility Final Plat. The plat is being placed on the Board of County Commissioners meeting agenda to authorize the Chairman to execute the plat dedication as an owner of the property being platted.

Staff requests the Board approve the execution of the dedication and authorize the Chairman to sign the Casselberry Public Safety Facility Final Plat related to the construction of Fire Station 25.
