Background:
RFP-6330-25/RTB will provide the support of a Consultant for non-engineering utility operation management services. The Consultant shall function as an extension of the Seminole County Utilities Department by providing qualified technical and professional support to perform the duties and responsibilities assigned under this Contract.
The project was publicly advertised and the County received three (3) submittals, listed alphabetically below:
• Kinz Consulting, LLC
• Raftelis Financial Consultants, Inc.
• Utility Solutions Partners
The Evaluation Committee consisting of Kristian Swenson, Assistant County Manager; Johnny Edwards, Utilities Director; and Bill White, Utilities Engineering Division Manager, evaluated the responses giving consideration to management services experience, business operations analysis, miscellaneous support, local knowledge and price.
The Evaluation Committee recommends that the Board approve the award and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement to the top ranked firm:
1. Kinz Consulting, LLC
2. Raftelis Financial Consultants, Inc.
3. Utility Solutions Partners
Authorization for the performance of services by the Consultants under this Master Service Agreement, will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order will be negotiated on an as needed basis and funded within the approved budgeted amounts. This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring and award Agreements including the scope of services. The estimated term usage is $400,000.00.
Requested Action:
Staff requests that the Board award RFP-6330-25/RTB - Master Services Agreement for Utility Management Consultant Services to Kinz Consulting, LLC of Clermont, FL and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement.
