Background:

The 18th Judicial Circuit Problem Solving Court Program has requested that Seminole County apply for funding through the U.S. Department of Justice, Bureau of Justice Assistance FY 2026 Adult Treatment Court Program. If awarded, the grant would provide up to $1,025,750 over a four-year period. Funding would support treatment services and drug testing for eligible problem-solving court participants with co-occurring mental health and substance use disorders. This grant would replace the Mental Health Court Grant that ended on September 30, 2026, which funded a part-time (0.5 FTE) case manager. At the Court's request, this application increases that position to full time (1.0 FTE) to coordinate care and monitor participant progress. These services would help participants complete the program and maintain their recovery, with the goal of reducing repeat offenses and avoidable jail stays.

The grant requires a match of 25 percent of the total project cost. The required match of up to $341,917 would be provided entirely in kind through court staff salaries and fringe benefits. No County cash contribution would be required for the match. The total project cost, including the federal request and in-kind match, would be up to $1,367,667.
