Background:

The Florida Department of Health disburses grant funds annually to county governments through the Emergency Medical Services Trust Grant Program in accordance with Florida Statutes 401.113. Funding is provided by fines and surcharges for certain boating and traffic offenses. The program assists counties in improving and expanding their emergency medical services. The grant application requires the County to submit a Resolution to submit the application for the grant funds.

The Fire Department is requesting to use the EMS Trust Fund grant for the purchase of 213 handheld point-of-care (POC lactate monitors for emergency medical services providers.  POC lactate monitoring offers several benefits such as early detection of sepsis; quick assessment of tissue perfusion; guidance for fluid resuscitation; enhanced decision-making; improved triage and resource allocation; and quality improvement and research. In summary, point-of-care lactate monitoring in an EMS setting enhances the ability to identify critical conditions early, guides resuscitation efforts, and ultimately improves the overall management of patients in emergency situations.

BAR #24-018 in the amount of $63,897.50 will appropriate budget for the EMS Trust FY24 grant.  There is not a match requirement for this grant.

Requested Action:

Staff recommends the Board approve and authorize the Chairman to submit the Emergency Medical Services (EMS) Trust Grant Resolution and Application in the amount of $63,897.50 from the State of Florida Department of Health to be used for the purchase of handheld point-of-care (POC) lactate monitors for emergency medical services providers, and to execute a Budget Amendment Request (BAR) #24-018 through the EMS Trust Grant Fund in the amount of $63,897.50; and authorize the County Manager or designee to execute all future documents associated with the grant.
